HEATING PROBLEMS

I was wondering what the problem with my car is ... my heat works great but when set on 1-2-3 it wont work at all only works on 4 which is on high ? Any suggestions on how to fix this ? Thanks !!!

most likely the resistor but could be the fan switch as well...
