Yes and no with a dremel anything is possible but you need a cluster with mechanical ODO.
From what I remember 98+ they only had digital ODO and wont work in place of a mechanical ODO

I guess I didnt word the question right in the first place sorry about that, what I meant was I have a 98 cav, I want to put a 96 sunfire dash into it, can I still use my cav cluster?
Yes you can swap the dash just need to demel the cluster area a bit to fit the cav cluster into the dash.

they are correct. i put my stock cav cluster onto my current sunfire Dash. but you do have to dremal quite a bit of material for it to fit. when you do so cut in small amounts. i should take pics od how i did mine one day.
10 mins with the dremel and a good bit.
Test fit cut test fit cut test fit cut till you get the nice snug perfect fit.

just a little warning though, the sunfire gauge cluster surrounding is not as wide as the cavalier one. so some of the cavaleir cluster will not be seen. like the tps lite.

It just ever so slightly covers the far corners of my cluster, but the bottom center of it sits just above the dash rim.
I may have to get pictures to make sense of that
