Duplicolor makes a good rim paint, and you can get it just about anywhere. I know Autozone carries it, as does Pep Boys, IIRC. Walmart might even have it.
The best is always professional base/clear paint, and an HVLP gun, but a good finish can be had with proper prep and some rattlecan paint.
