what is a good offset to go with for a 17x7 rim on a sunfire?

40 would probably be best but +/- 5mm would still work.

typically anything from 35-45mm will work. people with different suspensions can run higher offsets up to like 50mm. i know wild weasel could run 50mm offset. when i had air ride i was using 48mm offset. offset just determines where the hub of the wheel sets to the face of the rim. the lower the number the farther out the wheel will sit on the car and the higher the number the closer in it will be.
42mm is a common offset. i believe my first set of rims (17x7) had a +42mm offset
