3 Speed Trans Problem

Ok, so my Trans is acting up. 1999 3 Speed Auto. It's not shifting out of any gear until 4500 RPM. It must reach that each time before it will shift into the next. It also won't up-shift. I'm in second, and let off the gas at 4000 RPM, it won't shift into third, it'll just use engine compression to slow itself down. I stop the car, and it's back to first. I'm thinking the fluid needs to be changed/a clogged filter may be causing it, but bracing for worse news. Any ideas? I checked the fluid after I took it for a spin (So it was warm), looks to be good, and is perfectly on the full line on the dipstick.

Do the fluid and filter change first. if that doesn't work, the TV cable may need to be adjusted. It is the lower of the two cables going to the throttle linkage wheel on the side of the TB. There is a button on the side of the cable housing at the bracket. Push this button in (will probably be very difficult, may need to use a tool) and slide the cable out till it stops. Then press the accelerator pedal to the floor firmly. You should hear the locking mechanism ratcheting. That should have the TV cable reset.

The TV Cable was disconnected. Hooked it it, and it was fine. Couldn't find that adjust button though, care to go a little deeper into detail for me?

It's on the side of the black square part on the outside of the throttle bracket.

I know this is on a 2.2L, but the 2200s I've see had similar cables. The lower cable is the TV cable. One side has the round bulge, that is the return spring housing, the other side is the button. It is flush to the sides. The button is usually pretty tight, I use a screwdriver to press the button in, the pull the cable sheathing out away from the bracket.

There is usually no need to adjust it, unless it got pulled or you disassembled the valve body.
