bore and compression

is it better and safer for a 2.4L LD9 to be bored .020 over and compression lowered to 8:1 with a turbo, or stock bore (or sleved) and run 8:1 comp? which can handle more boost?

You won't be making enough power to destroy the thinner cylinder wall of the bored engine.

New bores are straight and true, if done well.

Old bores, if not worn too badly, are smoother and make more power.

If you can't check the cylinder dimensions to see if the cylinder is ok, just have it bored out. But have the machine shop tell you how much it needs in case there's a problem. It sucks having to send .020 pistons back for a larger size.
