Well i hooked up my boost controller and the low boost i cant get to go below like 12psi. i need help on tuning the settings. could a boost leak in the vaccume lines do this?

i did have troubles wit it boosting past 8psi but then i rerouted me lines and pluged a hole on one of the two vaccume ports on my wastegate, and it all cleared up and now i just cant get it to boost lower than like 12. the warning will kick in and set it down to like 5psi.
