2003 cavalier fuses question

I have a 2003 cavalier 2.2l ecotec. I am trying to wire up my new gauges to the fuse panel. I need a constant and a switched fuse. Right now, I use the horn as my constant and the cluster as my switched. I have tried using Radio as my switched as a lot of people have told me, but the lights always stay on the gauges when I do that. When I use the cluster fuse as my switched, it works perfectly and only comes on when the key is turned. Is there another fuse I could use that is a little less dangerous than the Cluster fuse? I've read online that if the cluster fuse fails, the speedo/tach/air conditioning and everything fails and has to be replaced. Which fuse is safe that if it blows, I can still use my car and replace the fuse and the thing will work again? I've tried headlights, radio, turn signal, etc.

I like to tap the wiper fuse for a switched source.

2 on the windshield wipers sounds pretty good. i will try that later. thanks a bunch!
