I'm currently looking for Remote Car starters (and alarms) I have to put one in the g/f's car, and will be haveing atleast a alarm installed in my Cobalt when I get it.

Questions are, how tough is it to install a alarm, I am very good at electrical work and wireing.

And then I need to know if installing a Remote Start on a Manual Transmision car in Illinois is illegal?

How tough? Not very, just time consuming the first time. My first alarm/remote start combo took me like 6 hours of working on it on and off.

I don't believe putting a remote start on a standard is illegal anywhere that I know of, but it IS a pain in the butt, and you need to make sure you put in a neutral safety switch.
