just like it says i have a picture and I want to make it rotate like gear or wheel, I just don't have a clue on how its done.

Adobe Imageready is what I've used anytime I wanted to do an animated gif.

I have heard that there are other programs that let you do similar stuff, but I'm not familiar with anything other than Imageready.

(Imageready is bundled with Photoshop when you buy it)
