mine runs wide open all the time. I think all fuel pump do as long as the car is running.

Fuel pump is constantly on. Pressure is regulated by the fuel pressure regulator opening and closing. Any unused fuel goes back to the tank via the return pipe.

return style fuel injection systems run the fuel pump 100% all the time.
pressure is controlled by the fuel pressure regulator in the return line.
the only time a fuel pump is throttled is in returnless fuel injection... but all 3rd gens have a return style fuel injection system.
My car is running lean and only goes at 3/4 or more throttle, also its throwing a p0480 and when i unplug the iat it turns off

Don't L67 cars like the GTP's have some sort of high speed for the pump? That's the only exception that I can think of.

that is true they have what they call a fuel pump speed control theres a resistor that mounts on the fire wall on some cars and behind the headlight on others i have seen ecos with it too but no idea if its for fuel or something else the ecos were mounted near the right side headlight on the frame rail they might be for something else

The resistor on the 03-05 J-bodies is for the DRL's.
The Buick Park Ave that was the donor car for my 3.8L engine swap had the resistor for the fuel pump circuit... I didn't use it though.
i had a feeling J bodys resistor was the lights but wasn't sure
i wired in the speed control on my car when i had issues starting my car after the theft was removed but after that didn't fix anything i just removed it and i'm now running my pump full speed gotta upgrade her to a racetronix pump thow when i switch tanks i have a leak in my metal tank so i'm puting in a plastic one

Well for the OP's prob...
Just sounds like your not getting enough fuel for some reason.... and your injectors might be clipping..
It kinda sounds like the injectors but thats just a wild quess.
EDIT = Make sure to check the FPR first though.... that could also cause it (and is honestly the more likely problem)

turns out it was a vacuum leak and a bad cam sensor
