OEM spring vs Lowering spring Q?

Does the lowering spring have the same coil design-- (albeit smaller in height) as the OEM spring?
I ask because I would like to get a new base with that rubber cushion that holds the coil on the bottom (pt#22134997) on the front struts, if the design are different then I won't waste money for it.
BTW the lowering springs is tein h-tech.

Yes, the factory spring isolators can be used.

Do you recommend to get new ones? I have not seen mines yet, but I am not sure if these deteriorate.

Yeah, they deteriorate and get compressed to paper thin nothings. There wasn't much left of mine when I did my strut change in March.

Anything else I should consider getting new? Maybe the top piece that holds the spring on the top, I know it is not the actual mount. What do you people recommend.

I always tell people, rip it apart on a day that the local GM parts store is open if you can. Check everything you take apart, if it looks suspect replace it.

If you're doing this on the 96, you'll probably be replacing most of the things that wear out. If you've got a newer car, you can probably get away with less.

Most common things that should be replaced are the mounts (if they're bad or suspect), and spring isolators. The top hat almost never needs to be replaced, but you really can't be sure until you take it apart and look at it.

This is not the best example, but I found it on the net in <5 minutes...
This is from a Nissan Sentra, not a J-Body; but they're similar:

On the top row, from left to right:
Top hat, top spring isolator, spring, bottom spring isolator, shield/guard
The bottom row is all just parts of the strut mount.
We also have a bump stop, which may be inside the shield in the picture.

Any damaged shields should be replaced. If your bump stop is damaged, you have bigger problems than replacing it. The spring isolators will probably be "paper thin", as Kardain said. The mount you can nearly count on, but it might be good.
