car sitting in winter and rust of rotors?

So I really didn't give a @!#$ about my car this summer but have recelntly changed my mind I bought some rotors from a GP here that had something like a powercoat or something along the lines of that ( they were painted black around the lip and in the center) I noticed that the outside looks rusted but the inside looks fine. Any good method to fix this up or are they just messed now?

When rotors sit, they rust.
Unless you want to take them off the car and seal them up with hydrophilic liquid for the winter.

that liquid will get rid of the rust? How long does it have to sit to get rid of the rust.

It doesn't get rid of rust, it just prevents it.

just drive the car the rust will wear off. mine sits all winter and they are fine after driving down the street. just apply the brakes a few times
