Anyone know what year the 4cyl speedo cable went over to the electronic speed sensor on the transmission? Manual transmission with the analog dash?

I know the autos used that sensor to activate/disengage the TCC.
I'm betting all it is used for on the manuals is to flash the upshift light.
As to models, it could be this was added when GM switched to Fuel Injection.

91, all jbodys were electronic. You can find pre 91 with digital dashes that had electronic vss. As all digi dashs uses electronic vss. If you are looking to swap, you would need a 2nd gen dash swap or swap in a 1st or 2nd gen digi dash. Not hard to do just time consuming.
