Hi,
I live in NJ. You can simply go and fail, fix that failed item and return, this is the easiest way. A lot of what is allowed is dependent upon the individual inspector, your attitude, the condition of the car, etc. Don't pull up with a bouncing hydraulic dancing car with the music blaring, you'll be torn apart. Come clean, nicely dressed (send your cute girlfriend to do the task, sex really does sell), respectful and any obvious modifications removed such as exhaust cut outs and dark tint, you'll be fine. Most of the guys are regular people trying to put food on their tables.

It's not an official NJ site but most of the statutes about automobiles can be found here, take a few hours and read what a car must have and act accordingly.

Hi,
I was just looking through the pages and pages and pages and pages of statutes.
This particular one might get you at some point.....
"No person shall alter the equipment or performance of equipment of any vehicle which has been approved at an official inspection station designated by the commission with intent to defeat the purpose of such inspection, and no person shall drive or use any vehicle with equipment so altered."
