All those upgrades installed will yield some power, even without a tune. They are all necessary parts to make power and when coupled with other mods, only help to further increase power but to an extent since a header may be replaced with a turbo manifold and your intake would have to be modified too (depends on your build). You'll always need an exhaust system regardless. Exhaust piping size also depends on the build (see last comment below).
Intake: Get a CAI (cold air intake). Cheap intakes work just fine, make sure you use a good filter.
Header/Exhaust: Metal, that is a different story. I see you're on a budget however, I wouldn't spend a 100 bucks on an exhaust system, yet alone shipped if you paid me!! You will end up needing a new one so fast, it is pointless. I have had a Magnaflow muffler blow out on me after a 35,000 miles; I cannot imagine a cheap one. The header is equally as important and surprisingly, budget headers actually have been holding up in most cases (my case anyway - TSUDO header). Replace your bolts, washers, gasket with top quality stuff and you'll be good to go.
Food for thought: I think the OBX will be just fine. It is a 4-1 header (more top end power) vs the traditional 4-2-1 (mid range power). Do you want a 2 inch exhaust (not recommended), 2.25 or a 2.5 inch? Decide before you shop.
