Would I be getting more HP with my cat on or just taking it off an putting a piece of straight pipe?

More torque with a cat, more hp with no cat/straight pipe.

Isn't the fine somewhere in the neighborhood of two grand if you get caught without a catalytic converter? Cheaper to just drop $69.99 on a hi-flow cat from here

No.. not that much, but if you have a straight pipe with a tip and you don't rev it past 3000rpm, then you should be safe from the cops. Cruising, I never go pass 3000.. even on the highway I stay at 3000 and going 80mph the whole time.

I don't know about every other state but in New Jersey the fine is around there, a friend got hit with that and got totally screwed.

I've heard that afew times. Personally I'd use a high flow cat. Not worth the risk imo.
(I have no emision testing in my province, but still gonna use a high flow cat)

Get rigged emisions for about $60-$80 bucks if you need it. I know I do for sure, 5% tint on the front windows. But I have a friend that'll give me one for $30, it'll only be more if your a stranger. But hey, you only do it so much so it's not that big of a deal.

I installed a DC Sports RACE header not too long ago, and the kit comes with a straight pipe to replace your catalytic converter section. So now that I have no converter , I regret it a little. It's a 4-2-1 style header, so I should have gained good low-end power , but without the converter I conly gained "so-so" low-end power. However, I did notice that not having a converter helps just the smallest bit in the real high RPMs. Not enough to really help you though. I'm putting a new converter back on as soon as I can afford it. That will hopefully get my low-end a little more peppy, ans well as not cost me thousands of dollars in fines, and possible jail time if it were proven that I removed the converter knowing that it was unlawful. Keep the cat... just go with a better one.
