www.rdfabs.com makes one, and is prolly the cheapest on the market, and VERY good quality! i have the WAI for the 2200....
this is a pic of my cold air right after i made it over a year ago. i basically took an Injen short ram, hacked it off right before the 2nd bend, and stuck a 92-95 Honda Civic short ram onto the end, filter. bam. it will sit right below your battery. no need for a bypass valve. my car has no wheelgap, the filter is about 8" from the ground and have never had any problems with water even when driving through puddles. if you need any more information on the project, feel free to e-mail me.

i do believe that the weapon-r's are all wai (or short ram). they do sell an extension though.
