how would i make my ram air hood functional with a cold air intake
you mean warm air , cause the cold air the filter is getting air from some where that isnt close to the hole in the hood
It all depends on the design of the hood and what intake you've got. Open the hood. Look at the underside to see where the air is going to end up. Look at where your filter is. Come up with some way of bringing those two places as close together as possible.
