when i brake it smoothly stops untill around 30-40km/h ... at that point as it is braking it kinda feels like it has ABS. It basically feels like the brakes are going on/off . Almost as if the car has warped brakes and it doesnt stop equally as the tires rotate.
the car is a 03, cav, ls sport, bottom of the line, zero options, 2 door ... to my knowledge, it doesnt have abs brakes.
anyone have any idea what the problem is? Before i take it in for servicing, i wanna be able to inform them what the problem most likely is, we got nothing but dumb-ass GM service in my city.

Sounds like you'll need new rotors, see if GM will warranty them before paying to have them fixed.

why wouldnt they be covered under warranty? brakes are strictly not covered?
if they wont cover them under warranty........ do you suggest something else?
things that are normal wear and tear, such as oil, tires, and brakes, are not covered under warranty. rotors are 15 bucks new each at the parts store, so theyre not that expensive.

I have the same problem- I had a Seized Caliper. It starts pulsating and hopping and don't want to stop! Check both calipers! Don't wait it gets worse!
hey crazy dude - is it like a constant pulsation, or does the pulsation speed change with the speed of the car?

you do know that our brake pads are a very thin composite pad right? they only last to about 30k. they might be worn out, you might have rotor damage or something, is there a grinding sound or what? but regardless, you will need new pads very soon. it also depends on if you ride your brakes a lot. the lifespane goes down even more.

umm, actually, brakes are under warranty, 12,000 miles...

your saying they could go out at 12k? you'd have to have your foot on the brake every second your driving for that.... lol

Stock brakes suck arse. Go aftermarket.
get sum powerslot crossdrille, and vented rotos, and go with sum ceramic pads
