sticky tach?

Hey I've recently begun experiencing trouble with the tachometer on my 02 OHV. To make it short- it moves more slowly than the engine revs. If I wind the motor up to the limiter, the tach says 5.9 when it bounces off initially, but then it "catches up" to where it should be by the second bounce. (Yes I know it's not good to bounce off the limiter, I did it this once specifically to confirm this was happening). I can drive it by the sound, and when I know it's time to shift, the Tach is still about 200 RPMs short of my shift point. This also happens when I let off the gas. If I'm accelerating hard and punch the clutch, I can hear the engine begin to wind down almost immediately, but the tach still moves up another coupla tics before it starts going down.

This is really beginning to irritate the hell out of me so I'm hoping one of you guys (or gals) can help me out on this....

I may not be the sharpest crayon in the box, but at least I'm a pretty color
