My power window in a 1992 z24 doesnt go up all the way , it goes up just a bit and stops, and I have to wait 5 minutes before it will go up anymore.. can anyone help? is the the switch or motor?

Hit 200 NA it broke once, Hit 213 it broke again,
Hitting 300 NA is further away than I thought.
