Well I am doing my best to make my car 100% functional, and treat her right now that I am not broke. Problem is little things keep coming up. Problem 234 is the cruise control. Sometimes it works sometimes it dosent. Is this just a switch I need to fix, or maybe the relay? What troubleshooting techniques should I use.

Sounds like you just need a new switch. Go to the junk yard and get one on the cheap.
