This is for a 98 2.2L. Should the coolant cap be letting steam out? When I'm running it to look for a leak that doesn't want to leak when I'm watching I noticed that when I make the car run hot enough to turn the fan on the cap starts to release some steam.

Well if its hot enough to turn the fan on, then yes, its doing its job.
