HELP DIAGNOSING!! 2.4L twin cam slow crank no start

I just bought a z24 2000 model. They guy said she jumped time. It’s missing the EGR VALVE. I’m getting fuel to the rail. The battery is charged and a new starter. Any simple tips and tricks to help me figure this out would be greatly appreciated.

I don't think the 2000 2.4L has a egr valve , and are you getting a fuel injector pulse and spark ?
