A while ago (ok, 2 1/2 years ago) i was stuck for 2 hours idling at a strike location, when my gas hand started climbing towards full.
Now, ever since then, when I let the tank run close to empty my gauge climbs up and down erratically. It doesn't seem to affect anything, and I usually keep my tank 1/2 full or better, but it came to mind last nite as I let my tank drain to switch over to 91 octane.

By "gas hand" I'm assuming you mean the needle in your fuel gauge.
It's probably just a problem with the linkage that tells the sending unit how full the tank is or the sending unit itself. My old car (93 Sunbird) used to do that sometimes in the winter, and all I had to do is hit the brakes hard in a parking lot to get the fuel sloshing in the tank and it stopped doing it. I wouldn't worry about it since it only does it when the tank is pretty empty. I'ts actually fairly common on older winter drivin cars, although I'm suprised your 99 is doing it. Iether way, it probably wouldn't be worth the money to fix it as long as your keeping the tank at half full or more.
