My brother's 92 Oldsmobile Achieva SCX failed the lovely Illinois emissions test this weekend due to the high level of Hydrocarbon emissions. Since I handed the car down to him I feel responsible to get it right!

His test results were:
Hydrocarbon:
481 ppm / IL standard is 220 ppm
CO: .4% / IL standard is 1.2%
CO+CO2: 11.2%
65 degrees or so outside, drove 15-20 minutes to the test site and car was at operating temperature.

The thing that pisses me off is that I installed a new 02 sensor, cat, plugs, ignition module about 3-4 years ago and the car has only had about 6,000 miles put on since then! I passed the test twice when I owned it. Nothing has been altered or tampered with on the car since he has owned it, and there has been no change in drivability. Car runs good with 126K on it.
Any ideas on the solution? Thanks
