Allright people I have no idea what is going on. When I start my car (96 Sunfire GT, Manual) it revs up to like 3000rpm, it then will settle out to like 1500 or so. However when i start to drive it surges up to like 5000 and stays there for about a min or so. A quick tap of the throttle does nothing to bring it down.

So my first thought was to check for vacuum leaks, I found none. Then I ohm-ed out the Idle control valve and it seems to be working fine, but I replaced it just to be sure. The only error code was for O2 bank 1 sensor, which I replaced.

If I unplug the Throttle control valve the car idles at like 2000rpm and then bounces between 1500 and 1700. this problem presented itself on one of the coldest mornings here like 20 degrees. it ran fine prior and its driving me nuts. Any thoughts
