Here's Joe. I'd be leery. Joined Feb 9, 2007 and has no info in his profile. Billing Manager seems to be a way to get you to feel comfortable with his payment.
Cash in person (if possible) or Wire Transfer would be my suggestion.
He hasn't emailed me back for a while, the first email just asked how much for my hood.
