They make a product like jb weld, but for plastic, and its sandable. Might be called plata-weld???
Or rivet it with a plate from the back, fibreglass/fill the rivets on the front, sand and paint.
As long as you dont mind a plate on the back.

Easily, urethane weld can do it, maybe even Fusor 147. Basically it works like a glue, you prep the surface with some low grit sand paper then you have to bond the two together.

My wife hit a parking bumper at a pretty good rate of speed, when she was still learning to drive a while back (yeah, 27 and barely learning to drive). Guess I shouldn't have let her drive a lowered car.
As for the bumper itself I posted this to see if I should just toss it. I'm moving in a week so about all I can do is either toss it or offer it to anyone that can pick it up, which is what I am doing (posted in the South Pacific region forum). I'm not taking it with me though so it's first come first served.

ok first thing ya need to do is determine what type of plastic that is if ya look inside the bumper find the code it should say tpo tpe pp if you can find the tag here is a simple way to figure out what type of plastic it is
cut a small piece of the plastic off the inside of the bumper get a cup of water and try to sink the plastic if it floats it is a offelin plastic and then you would need to promote the plastic
if it sinks then you good to go and do not need a adheshion promoter
i personally do not like fusor or sem products i like dura mix or 3m
yes it can be fixed, i would lightly grind down the plastic both sides v-groove plastic weld using the correct rod clean the back side of the plastic and then apply panel bond 3m`s panel bond let it sit over night
and on the out side of it i would use a light coat of plastic repair material no bondo no fiberglass on glaze coat only a epoxy based plastic material should go on a plastic product
or just send it to me i have fixed worse when i am done you will never know it was cracked
