I'm tring to get a little more speed out of my 99 2.2 cavalier.... Will headers and a cat back exhaust make a noticeable difference. Any other things to do to the 2.2 that will bring the speed up... Thanks for your help

it will make your wallet lighter... weight reduction!!!
You will notice it a little, you will hear it a lot and your butt dyno will think you gained 50 hp.

Turbo is a little expensive. Nd its my understanding that I can only run about 4 or 5 pounds of boost without damaging my engine. Any other ideas besides swaping out the engine?

Fully build the engine. Then it should be as fast as a LD9 or Ecotec.
You have a slow engine. Period. You need MAJOR modification to go "fast" my friend. There is nothing a little less expensive.
If you dont like those options, sell the car. Buy one with a faster motor.
Exhaust (header, high flowcat, catbackall 2.5"max) will net you a little, but make sure to get a decent muffler and resonator (unless you like raspy exhaust).
The Head is where the main restriction is on this motor. If youre serious about doing this motor (and not swapping) then i would get a spare head and have it ported (+1mm valves arent too much $$, and since youre already there you might as well)
Get a simple WAI (w/ k&n filter).
look for a 56mm 2.3 throttlebody (only if you get the head done).
after that you can look for a crank pulley, 1.6:1 roller rockers, alt pulley.
Honestly though (having done it) you'll spend just as much money on all that and a tune as you would a turbo (low boost). You'd be happier with the turbo (and will make more power -- I believe 287whp was dyno'd on a stock bottom end). With either direction you'd need a tune to make the most of it.
If you're like me(i started small, and now i want 300whp Daily Driven) youll end up doing more. If thats the case, I'd swap to a DOHC motor (2.4's can be found pretty cheap) -- unless youre hell bent on having an LN2.
To answer your question directly: yes you will notice a difference, but it will be MUCH less than you think.

if you want fast,and cheap to go into the same sentence,then go with n2o.
dohc motor is just the regular z 24 motor??? and i have a cold air intake in the car already.. and i dont like the raspy exhaust... any sugestions on what kind of muffler i should lean towards any personal recomondations ?? and after swaping to the 2.4 motor what else can i do (the things that were listed above?).. i guess i would pick up another intake because i dont think that the one i have on the car now will fit... and how much boost from a turbo can i run on the 2.4 engine without damaging it... i was reading about only 4 or 5 lbs of boost on the 2.2....
have also been told by someone that i should use a msd coil pack or something like that... he said that i will see a small improvment from that alone
I bought msd coils because I'm going to turbo, they only improve startup and idle. Driving is the exact same.

What are the best kind of motor mounts to buy ?
Turbo Tech Racing makes some nice mounts.
I am going to get them for my build, right now I just have the stock lower and RKsport insert for the upper.

i think for now im ggoing to do what mike said and pick up a spare head and have it ported.... if i go to the shop what exactly should i tell them i want done.... and is there something a little better then the +1mm valves... or is that what i should get.... thanks again for all ur help guys... im still kinda new to all this, but tring to get up into ur guys league of knowledge lol
As far as telling the shop what to do:
I would just tell them what your goals are for the car. I would have them install the valves, port and polish the exhaust ports, and clean up the intake ports some idk how much you can (or would need to) take off the intake side. I know the Exhaust ports have a bunch of room to open up.
They should be able to help you out. Just make sure you talk it over with them. I would call a few shops in the area and find the one that seems to be the most knowledgeable. A LOT of shops will just take money and do crappy work.
You could also have them shave the head. I believe mine had .010 taken off (maybe .020 i dont remember). IDK how much itll help with compression, but I DO know that head made a world of difference compared to stock.
I would go with the +1mm's, unless youre going crazy with the motor. You might be able to get away with stock sized, but the +1mm's are the same price. (IDK much about valve sizing though, I just know bigger is usually better, lol)
I would definitely consider the 1.6:1 roller rockers if youre going to do headwork, itll give you a little extra lift, since with a higher flowing head you will be able to use them more effectively.
If you do the head itll give you reason to do an exhaust, and bigger TB (lol and itll actually DO something rather than just sound like it on this motor)
After all this I would definitely find a way to get it tuned. I recommend looking around on the .org and finding someone in your area who has HPT that is willing to help.
Again, dont expect the world out of this motor. With all the mods listed in my profile my best time was 16.5. I would guess that with any driving skill it could have been more like 16.0, but I blew it up and will never know lol.
